President Viktor Yushchenko's Team — Details
In 2004, Valikhnovski was selected for the team of Ukrainian physicians who treated President Viktor Yushchenko after dioxin poisoning (2,3,7,8-TCDD toxin). In 2005, he was appointed the President's personal physician; this role continued until 2010.
According to the clinic's records and Valikhnovski's own statements:
- The clinic's official website states that Valikhnovski, together with an international team, performed approximately 30 plastic reconstructive surgeries on the President's face.
- In a 2016 interview with BUG, Valikhnovski said: "After Yushchenko's poisoning, I performed six facial reconstruction surgeries on him" — referring to his personal contribution to a specific subset of interventions.
Scientific context: on 3 October 2009, The Lancet published the article "2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) poisoning in Victor Yushchenko: identification and measurement of TCDD metabolites" (Sorg O., Zennegg M., Schmid P., Fedosyuk R., Valikhnovskyi R., Gaide O., Kniazevych V., Saurat J.-H., Lancet 374(9696):1179–1185, DOI 10.1016/S0140-6736(09)60912-0). Valikhnovski is a co-author of this international peer-reviewed publication, verifying his involvement in the scientific aspect of this case.
State Service 2008–2012
During Viktor Yushchenko's presidency, Valikhnovski held positions in state institutions:
- 2008–2010 — Deputy Head of the State Administration of Affairs of the President (Decree №11/2008). A position combining political trust with medical expertise in serving the highest state officials.
- 2010–2012 — after the presidential transition, he joined the Ministry of Emergency Situations: advisor to the Minister on emergency medicine, head of the department implementing the "112" system. This is the Ukrainian analogue of the American "9-1-1" service, implemented nationwide (Law №9074 of 26 August 2011, passed by the Verkhovna Rada). According to clinic records, by 2012 the "112" system was operational in Kyiv, Donetsk, Kharkiv and Lviv oblasts during Euro-2012.
This phase is significant because it combined private surgical practice with national emergency medical infrastructure. In Valikhnovski's public profile, this establishes the context for his current role — reconstruction + public health + physician education.
